Terminals
The airport complex consists of two interconnected passenger buildings:
- Main Terminal (Departures): Houses the main check-in lobby, ticket counters, and two departure concourses: Concourse A (gates A1 to A9) and Concourse B (gates B16 to B30).
- Arrivals Terminal: Located opposite the parking garage complex, housing baggage claim carousels, ground transportation desks, and rental car offices.
Both buildings are linked via an enclosed pedestrian bridge on Level 2 (Mezzanine) of the Arrivals Terminal. Public airport areas are open 24 hours a day.
Annual passenger traffic (2025): 4.89 million passengers.

The Visitor Information Center is located in the Main Terminal lobby near the pedestrian bridge entrance, operating Monday through Friday from 8:30 a.m. to 4:30 p.m.

Uber and Lyft pick-up services operate on site. The designated passenger loading area is signed along the outside curb outside the Arrivals Terminal.
Taxis
Taxi service is available 24 hours a day outside the Arrivals Terminal and Garage A complex, operating continuously until the final flight arrival of the night. Fares are calculated by meter.
Hotel Shuttles and Private Transfers
Local courtesy hotel shuttles, vans, and prearranged transfer vehicles pick up passengers at the dedicated area outside the Arrivals Terminal between Crosswalks 1 and 2.
Public Transit
Public regional transit buses (Hampton Roads Transit) do not access terminal roadways directly. Passengers are advised to use taxi, rideshare, or transfer services to reach downtown transit networks.
Car rental agencies
Rental car company counters are located on Level 1 (ground floor) of the Arrivals Terminal. Hours of operation generally run from 4:30 a.m. until the arrival of the last flight of the evening.
Vehicles are picked up on the ground level (Level G) of Garage A, while vehicle returns are processed on Level 2 of Garage A.

Norfolk Airport provides 24-hour parking facilities operating entirely on a cashless payment system (credit cards, debit cards, Apple Pay, Google Pay accepted). Parking is free for under 30 minutes in all lots and garages.
Parking Options
- Hourly Parking: Located in Garage A and adjacent surface lots. Ideal for meet-and-greet visits. Rate is $5.00 per hour up to a daily maximum of $30.00 (30-day maximum stay).
- Daily Parking (Long-Term): Located in Garages B, C, and D, and sections of Garage A. Rate is $3.00 per hour up to a daily maximum of $14.00 (60-day maximum stay).
- Park & Wait Lot (Cell Phone Lot): Free waiting lot for private motorists awaiting arriving passengers until bags are retrieved.
Additional Amenities
Complimentary electric vehicle (EV) charging stations are available in Garage D (Ground Level and Level 3).

Requesting Special Assistance
Skycap luggage porters and wheelchair assistance are available on demand curbside at check-in counters and baggage claim. For transit and in-flight assistance, travelers must coordinate with their airline at least 48 hours in advance. TSA Cares specialized security screening assistance can be requested online 72 hours prior to flight departure.
Facility Accessibility
The facility features access ramps, elevators, and accessible restrooms throughout both terminals and boarding areas. Dedicated accessible parking bays are reserved in all garages and surface parking lots.
Accessible Parking Benefits
Disabled passengers are permitted to park free of charge for the first four (4) hours in short-term parking lots only. Standard prevailing rates apply following the four-hour period.
Hidden Disabilities Sunflower Program
Norfolk Airport participates in the Hidden Disabilities Sunflower program. Passengers with non-visible conditions (such as autism, sensory challenges, or anxiety disorders) may wear a Sunflower lanyard to discreetly indicate to airport staff that extra patience, time, or assistance is needed.
Nursing Facilities and Family Restrooms
Private, comfortable Mother's Rooms for nursing mothers are located in the Main Terminal and Concourses A and B. Companion-care family restrooms are available in all sectors.

Designated pet and service animal relief areas are situated both landside outside the terminals and post-security on concourses.
