International travel to Latvia is permitted for vaccinated travelers. There are exceptions for unvaccinated citizens of the European Economic Area and those traveling for "essential reasons". You need to meet the requirements to ensure entry is allowed.
There are exemptions to border closure for essential reasons, such as specific professions with government approval for entry, including study tours. Tourist travel is not allowed unless fully vaccinated or recovered from COVID-19. You can find a complete list of exemptions HERE
International arrivals can only enter via Vilnius Airport (VNO), Kaunas Airport (KUN), Palanga Airport (PLQ) and Siauliai Airport (SQQ).
Travelers who present a valid certificate for full COVID-19 vaccination can enter without an 'essential reason' and are exempt from testing and quarantine requirements. Vaccination documents must be translated into Lithuanian, English or Russian. Details of the vaccination exception can be found HERE
Travelers can provide their EU digital certificate on paper or digitally as proof of vaccination, negative test result or prior recovery. Health documents provided in this way will not require additional verification on arrival. Travelers must self-isolate for a maximum of 10 days upon arrival. The self-isolation period can be shortened by performing a PCR test on day 7 and receiving a negative result. The request to shorten the period of self-isolation can be made HERE

Upon departure, proof of a negative PCR test taken within the previous 72 hours, or an antigen test taken within the previous 48 hours must be presented. The test certificate must be in Lithuanian, English or Russian. Those who have recently recovered from COVID-19 are exempt from the testing requirements and can provide proof of a positive antigen or a PCR test, taken no more than 180 days, upon departure. Travelers arriving for humanitarian reasons do not need pre-departure testing, but must book for testing up to 24 hours after arrival in Lithuania.
An online registration form must be completed within 48 hours of travel. The QR code received from the online form must be presented upon departure.
